Executive Summary
We propose to build a 100% RDSS-Compliant MDM Platform for HPL Electric & Power -
a production-ready system that collects, validates, and manages smart meter data with full consumer engagement capabilities.
The platform includes a VEE engine, operations dashboards, standard reporting,
consumer web portal, 3 mobile apps, bill payment integration, and
integrated WFM/Field Operations (7-stage meter lifecycle from Site Survey to Decommissioning).
This is a fixed-cost turnkey engagement. We build it, we hand it over - complete with source code, documentation, and training.
HPL owns the platform outright.

Terms & Conditions
Scope: This proposal covers Phase 1: Core MDM Platform with Integrated WFM including Core MDM, Consumer Portal & App, O&M App, Utility App, 7-stage WFM/Field Operations (Site Survey to Decommissioning - Procurement/Warehouse via HPL SAP), Custom Report Builder, Multi-Language Support, and CRM Integration Ready. Phase 2 (NILM + FluxAI - AI Analytics) is a separate future engagement. Infrastructure (cloud or on-premise servers) to be provided by HPL or billed separately.
Timeline: 6 months (24 weeks) from project kickoff. Timeline assumes timely feedback, access to HES APIs, payment gateway credentials, and availability of HPL technical team.
Delivery: Fixed-cost turnkey project. Complete platform handover to HPL with full source code, documentation, and training.
Payment: All advance payments - 60% on project kickoff, 30% on UAT complete (Month 5), 10% on go-live & handover (Month 6).
IP: Full IP ownership transfers to HPL upon project completion. HPL owns the platform outright.
Validity: This proposal is valid for 30 days from the date of issue.
